Elections: Registration for Voting Abroad

With regard to the elections for Members of Parliament of the Republic of Serbia, scheduled for 25 October 2026, we hereby convey the following notice issued by the Ministry of Public Administration and Local Self-Government:

“Pursuant to Article 16, paragraph 2 of the Law on the Unified Electoral Roll (‘Official Gazette of the Republic of Serbia’, Nos. 104/09, 99/11, 44/24 and 96/25) and point 8 of the Instructions for the Implementation of the Law on the Unified Electoral Roll (‘Official Gazette of the Republic of Serbia’, Nos. 15/12, 88/18, 67/20, 40/21, 90/21, 16/22, 34/24, 44/24, 4/26 and 16/26), the Ministry of Public Administration and Local Self-Government hereby informs voters residing abroad that they may, through a diplomatic or consular mission of the Republic of Serbia, submit a request for an entry to be made in the Unified Electoral Roll indicating that they will vote abroad in the forthcoming elections. Such requests must be submitted no later than five days before the date on which the Unified Electoral Roll is closed, i.e., by midnight on 3 October 2026.

The Request for an Entry in the Unified Electoral Roll Indicating that a Voter Will Vote Abroad must contain the following information: the voter’s first name and surname; the name of one of the voter’s parents; the voter’s Unique Master Citizen Number (JMBG); the municipality or city and address of the voter’s permanent residence in Serbia; the country, municipality or city and address of the voter’s residence abroad according to which the voter will vote in the forthcoming elections; and the applicant’s signature.

The diplomatic or consular mission of the Republic of Serbia with which a request has been submitted for an entry to be made in the Unified Electoral Roll indicating that the voter wishes to vote according to their place of residence abroad shall forward the request, in the prescribed manner, to the competent municipal or city administration according to the voter’s place of permanent residence in Serbia, which shall issue a decision thereon.

Following the adoption by the competent electoral commission of a decision designating polling stations for the elections, the competent municipal or city administration shall issue a decision entering the information that the voter will vote in the elections according to their place of residence abroad, together with the polling station at which they will vote, or a decision determining that the requirements for the voter to vote in the elections according to their place of residence abroad have not been met.

Once a decision has been issued determining that the voter will vote in the forthcoming elections according to their place of residence abroad and this information has been entered in the Unified Electoral Roll, the voter shall not be included in the extract from the Unified Electoral Roll for their place of permanent residence in Serbia, but shall instead be included in the extract from the Unified Electoral Roll according to their place of residence abroad.

It should be noted that information indicating that a voter will vote abroad may be entered in the Unified Electoral Roll only in respect of a person who is already registered in the Unified Electoral Roll. If a person entitled to vote is not registered in the Unified Electoral Roll, the procedure for their registration in the Unified Electoral Roll must first be carried out in order for a decision to be made on the request to enter the information that the voter will vote abroad.

The request for registration in the Unified Electoral Roll, together with the request to enter the information that the voter will vote abroad, shall be submitted to a diplomatic or consular mission of the Republic of Serbia, which shall forward both requests to the competent municipal or city administration according to the applicant’s last place of permanent residence before leaving Serbia or, alternatively, the last place of permanent residence of one of the applicant’s parents.

The Unified Electoral Roll may be accessed electronically by entering the citizen’s Unique Master Citizen Number (JMBG) and identity card registration number on the official website of the Ministry of Public Administration and Local Self-Government.

In addition, voters may access the information recorded about them through the eGovernment Portal, using the eRequest for Entry/Amendment of Data in the Unified Electoral Roll service. The citizen must be a registered user of the eGovernment Portal. Access to the eGovernment Portal is available through the ConsentID mobile application or by means of a qualified electronic certificate.

Voters residing abroad are also informed that, through a diplomatic or consular mission of the Republic of Serbia, they may submit to the municipal or city administration competent according to their place of permanent residence in Serbia a request to be provided with information concerning the data recorded about them in the Unified Electoral Roll.”

The Ministry of Foreign Affairs invites citizens of the Republic of Serbia wishing to exercise their right to vote abroad to contact the nearest diplomatic or consular mission of the Republic of Serbia. A list of diplomatic and consular missions of the Republic of Serbia is available on the website of the Ministry of Foreign Affairs.
